The Shoemaker & Haaland civil department plans, designs, and oversees the construction and maintenance of infrastructure for governmental, industrial, and commercial clients.

Primary areas of focus include site design, recreational trail, roadway reconstruction, and public water and sewer service. The civil department also provides cost-estimating, materials selection, construction observation, and construction management services.
